Boil salted water in a medium-size saucepan. Add carrots and cook for 1 minute. Add snow peas and cook 1 minute more.
Drain and place vegetables in a strainer. Rinse with cold water until cool. Drain and reserve.
Combine vinegar, mustard and honey in a salad bowl. Add snow peas, carrots and red peppers. Mix well. Season to taste.
Serve.
