Heat oil in a saucepan over medium heat and add onion and garlic.
Cook, stirring for 5 minutes, add ketchup, vinegar, Worcestershire, sugar, ground chili, salt and pepper. Reduce heat and cook, partially covered, for approximately 20 minutes or until the sauce has thicken.
Start brushing this sauce the last 10 minutes before the chicken, ribs or meat are ready. Since the sauce contains sugar it will burn easily.
