In a medium size pan, melt butter and saute onion until crystal clear. Add tomato paste and basil and stir. Add water and boil for 10 minutes.
Heat milk and with sugar. Stir until sugar is dissolved and add to tomato mixture. Correct seasoning.
Before serving add cognac and boil for 5 minutes more.
Ladle soup into soup bowls and decorate with heavy cream and chopped basil.
