Prepare rice the usual way. Heat ¼ cup oil in a saucepan. Add garlic and sauté for 1 minute. Stir in rice and cook for 2 minutes. Cover with water, lower heat and let rice cook around 20 minutes approximately.
Heat remaining oil in a skillet and sauté onion until tender. Add peppers and cook for 10 minutes, stirring occasionally, at moderate heat. Season with salt, pepper and monosodium glutamate.
When rice is warm, add parsley and red pepper mixture. Combine.
